About Us

Mark Houldin, Esq. is a trial attorney and nationally 

recognized policy consultant with over 15 years of advocacy experience. He served as the Defender Association of Philadelphia's first Policy Director before launching his own practice in 2019. 

Houldin Law & Policy has provided legislative and policy reform services to coalitions, community groups, and nonprofit organizations, including:

Mr. Houldin worked with the ACLU of Pennsylvania to investigate and litigate a multi-year, class action civil rights lawsuit against Montgomery County, Pennsylvania. He also represents clients in a variety of matters, including: criminal defense, wrongful conviction, and civil rights,

Mark serves as a regular speaker at law schools and community events. He has authored numerous articles for academic and professional publications, including the U.S. Department of Justice and the Harvard Civil Rights - Civil Liberties Law Review.
